Ukraine Tax Incentives and Cash Rebate Program for Film Productions
Ukraine has a tax rebate program for local and foreign film productions, with rebates of 4.5% up to 25%. An additional rebate of 5% is also available for productions that pass the Ukraine culture test. However Ukraine’s incentive program falls short of transparency in the key aspects of per-project limits, yearly budget caps, and application deadlines. They result in uncertainty that makes planning financially for cross-border productions difficult.
While Ukraine’s incentives offer a foundation for cost-cutting, transparency in budget caps and eligibility criteria can complicate the process. Filmmakers may also find it difficult in requesting permits, navigating local legislation, and accessing the necessary resources. This is where Thailand shines as a preferable choice for productions looking for an easy, cost-cutting, and high-quality filming destination.
Thailand Film Tax Rebate
Thailand’s Film Incentive Measures provide a more structured and generous tax rebate system compared to Ukraine. Productions can enjoy a cash rebate starting at 15% for expenditures of at least 50 million Thai Baht (approx. US$1.4M), with higher spending thresholds unlocking increased rebates that can reach up to 30:
- 20% rebate for spending between 100–150 million Thai Baht (approx. US$2.8–4.3M)
- 25% rebate for spending over 160 million Thai Baht (approx. US$4.3M)
Additionally, Thailand offers further incentives:
- 5% rebate for hiring Thai nationals in key production roles
- 5% rebate for productions promoting tourism, soft power, or a positive image of Thailand
- 3% rebate for filming in Department of Tourism Designated Provinces
- 3% rebate for productions that not only shoot in Thailand but also handle post-production in the country
Unlike Ukraine, Thailand does not have any project cap and thereby enables productions of all scopes to optimize their rebates. Thailand also issues fast and efficient film permits within just 10 working days, giving smooth planning during production without wasted time.
