Montenegro, for Foreign filmakers, provides a 25 percent cash rebate over qualifying expenditures. At first glance, this might look appealing but the system is imposed with many limitations. Productions have to score not less than $109,000 (about €100,000) of spend in the country, and only costs that are unattributed to the budget of the Montenegro Film Centre or government will be eligible.
