The German Federal Film Fund and the German Motion Picture Fund for Film Productions
There are two main tax rebate programs for filmmakers that exist in Germany: the German Federal Film Fund, or DFFF, and the German Motion Picture Fund, or GMPF. These programs offer considerable financial support to qualifying productions.
DFFF grants 20%–25% rebates, and on top of this are uplifts for high-budget productions meeting certain criteria. However, the eligibility criteria were pretty strict:
- Minimum production costs (e.g., $1.1M for features, $2.2M for animated films).
- At least 25% of the total budget must be German production costs.
- A cultural test and environmental standards must be satisfied.
- A cap of $27.6M per project.
The GMPF similarly offers 20% incentives with a maximum uplift of 5% for large-scale series. Like all such schemes, this, too, has its list of strict regulations that includes minimum spends criteria, cultural tests, as well as environmental guidelines.
Despite these advantages, the film incentives in Germany are not that easy to handle. The process often involves piles of paperwork, strict regulations, and the search for substantial upfront funding.
