Finland Production Incentive for Audiovisual Industry and for Film Production
The Finnish Production Incentive for the Audiovisual Industry allows for a 25% tax rebate. This, to some degree, enables Finland to compete on more equal ground for international film and television shoots. Without any limit per project and an increase of the annual budget to a max of $10.5 million for 2023 (€9.5 million). It’s not a perfect solution, for example, feature films must have at least a $2.8 million (€2.5 million) budget and must spend at least $387,000 (€350,000) in Finland. Similar spending thresholds apply to documentaries, TV dramas, and animations. In addition, at least 25% of the total financing needs to come from outside Finland. Applications are treated on a first-come, first-served basis, with only Finnish spending that occurs after the registration is eligible for the rebate.
While the Finnish incentive might be strong for audiovisual production, it is very restrictive in its requirements and rather low in its annual budget cap, whereas for international productions, Thailand can offer so much more flexibility and attraction.
Thailand Film Tax Rebate
Incentive Measures of Thailand represent a very interesting cash rebate system, provided in the case of diverse needs for production. Having a base rebate of 15% that can go up to 30%, for various qualifying factors, productions can get more: 5% for promoting Thai tourism, soft power, or a positive portrayal of Thailand; 5% for employing Thai nationals in key team positions; 3% for filming in Department of Tourism Designated Provinces; and 3% for conducting post-production in Thailand.
The incentives have no per-project cap, and applications have to be filed prior to physical shooting. The incentives of Thailand are open to films, TV dramas, documentaries, and other audiovisual productions and, compared to Finland, have fewer restrictive requirements. Productions have to spend at least $1.4 million (THB 50 million) locally and hire a Thai coordinator, making Thailand a very attractive and accessible destination for filmmakers.
