Cyprus Filming Scheme for Film Production

Cyprus has a Filming Scheme in place, which includes incentives such as rebates and tax credits to attract international productions. The program offers reimbursement of 10-25% for above-the-line expenses and 25-40% for other expenses. While that sounds great on paper, the lack of additional incentives and ambiguity about the per-project cap can make life difficult for filmmakers looking for predictability.

The Cyprus Filming Scheme is also backed by a flexible annual budget of $27.6 million (€25 million) that allows for exceptions. The cultural test ensures that projects are in line with the local values, while minimum spend thresholds remain within the reach of mid-budget productions. However, it does not offer any more additional bonuses for the promotion of Cyprus or for the use of the local workforce.

That said, Thailand’s Incentive Measures take the competition to the next level, offering more generous rebates and a robust support system to streamline production processes.

Thailand Film Tax Rebate

While in Cyprus the incentive program is very competitive on paper, the Thai one appears to be more unique, with a rebate of up to 20% of the eligible expenses. Unlike in Cyprus, Thailand has more additional bonuses for activities associated with tourism, employment of Thai personnel, or to develop the economy through post-production work.

More special incentives are given to films that can showcase tourism, use Thai labor, or invest in some post-production activities in the country. To be precise, they get an additional 5% for promoting tourism in Thailand, 3% for using Thai actors, another 3% for shooting in tourist areas, and 2% for spending at least 15% of eligible expenses on post-production in Thailand. Also, any productions with an in-country spend above $2.9 million receive an added 5% under a special economic boost.

Thailand’s program offers a generous per-project rebate cap of $4.4 million, providing significant value for larger productions. The entry threshold is also competitive, requiring a minimum spend of $1.5 million on Thai-registered businesses or services, making it accessible to a wide range of projects. With clear guidelines and a solid structure, the Thai program is sure to be transparent and easy to apply, adding to its allure. Besides financial benefits, the vibrant landscapes, diverse culture, and modern infrastructure for film production make Thailand a paradise for filmmakers in pursuit of cost efficiency and artistic inspiration.
